Wage Enhancement Information and Forms

Child Care Wage Enhancement Grant

The 2014 Provincial Budget included an investment of $269 million over three years to support a wage enhancement in the licensed child care sector.  The wage enhancement will:

  • benefit low-income child care program staff in the sector
  • help retain Registered Early Childhood Educators (RECEs), and
  • support access to stable, high-quality child care programs for children in Ontario.  

The wage enhancement will also help close the wage gap between RECEs working in full-day kindergarten (FDK) programs and RECEs/child care professionals in licensed child care settings.

The wage enhancement supports an increase of up to $2 per hour in 2019, plus 17.5% benefits.

Home Child Care Enhancement Grant

The Province will also provide a supplemental grant of $150 for each eligible centre based full-time equivalent (FTE), or home visitor FTE, and $50 for each eligible home child care provider.  The supplemental grant provides operators with flexibility to cover salary shortfalls, and/or additional benefits. 

The grant can be used to fund:

  • additional eligible staff and/or hours in program,
  • vacation days,
  • sick days,
  • professional development days and/or other benefits.

Home Child Care Enhancement Grant supports an increase of up to $20 per day in 2019 for licensed home child care providers.

Early Years Funding Agreements will be developed (or revised, as applicable) to incorporate the funding guidelines related to Wage Enhancement for all eligible Child Care Operators.

Wage Enhancement Year-End Reconciliation

Child Care Operators who receive Wage Enhancement funding will be required to complete an annual reconciliation or attestation form, to confirm that 100% of the funding provided was paid out in conformance with the Child Care Funding Agreement guidelines.

Wage Enhancement Data Reporting

Annual reporting of data related to the distribution of the Wage Enhancement will be expected of all Child Care Operators in receipt of this funding. At a minimum, Child Care Operators will be expected to report:

  • Number of centre-based staff/home visitors receiving a full wage enhancement in 2019
  • Number of centre-based staff/home visitors receiving a partial wage enhancement in 2019
  • Number of private home day care providers receiving a full wage enhancement in 2019 
  • Number of private home day care providers receiving a partial wage enhancement in 2019
