CHIRP (Community Home Improvement and Resiliency Program) is a free, one-on-one support service offered by the City of Greater Sudbury for residents accessing home retrofit programs.

Note: CHIRP is a guidance and support service. The City of Greater Sudbury does not perform construction work or provide direct rebates.
How the Home Improvement Navigator Helps You
Navigating home energy upgrades can be overwhelming. The concierge acts as your personal guide to:

What is a "Home Retrofit"?
A "retrofit" is a professional term for making upgrades to an existing house. These improvements help your home work better, last longer, and stay comfortable regardless of the weather outside.
Common upgrades include:
- Sealing & Insulation: Stopping drafts and keeping heat inside during the winter and outside during the summer.
- Heating & Cooling: Switching to high-efficiency systems like heat pumps to save energy.
- Windows & Doors: Replacing old units to improve efficiency and comfort.
- Weather Protection: Adding sump pumps or backwater valves to protect your basement from flooding during heavy rains.
- Renewable Energy: Exploring options like solar panels to power your home.
What to Expect
The Home Improvement Navigator provides guidance at the four most critical milestones of your project. This structured process ensures you have the right information at the right time to make confident decisions.
Step 1: The Discovery Consultation: After you register, we will have a conversation (by phone or email) to discuss your goals, explain how the retrofit process works in Greater Sudbury, and provide you with a plan on moving forward.
Step 2: The Report Review: Once you have more information either a professional EnerGuide report or a simple list of planned repairs we will meet to review it together. The Navigator helps you prioritize which upgrades will make the biggest difference in your home’s comfort, safety, and monthly costs.
Step 3: The Incentive Roadmap: Before any work is started, we help you navigate the available financial supports. We will identify which incentives (such as federal grants, utility rebates, or local programs) align with your specific project.
Step 4: Final Navigation: After your upgrades are finished, we will have a final check-in to see how the process went. This is a chance to answer any lingering questions you may have and to ensure you have the resources needed to enjoy your more comfortable, weather-ready home.

The collection of personal information on the City of Greater Sudbury website is collected under the authority of sections 10 and 227 of the Municipal Act, 2001, S.O. 2001, c. 25 and will be used by the City as part of the engagement with the CHIRP home retrofit support program.
All submitted information will be part of the public record which is posted online and may appear in reports and updates to City Council.
