Strategic Core Areas Community Improvement Plan

The City of Greater Sudbury has adopted a new Community Improvement Plan (CIP) for the downtowns and town centres of Sudbury, Capreol, Chelmsford, Copper Cliff, Flour Mill, Kathleen Street, Levack, and Lively called the Strategic Core Areas CIP.

We have developed a Community Improvement Plan for the Strategic Core Areas which includes grants and loans to reduce the cost of development and redevelopment. This initiative is part of the City’s Nodes and Corridors Strategy.

Eligibility
Property owners and tenants located with the Strategic Core Areas are eligible to participate [link to map]. Applicants are encouraged to contact the City of Greater Sudbury's Planning Services division to arrange for a meeting to further discuss eligibility by calling 705-674-4455 ext 4295 or emailing cip@greatersudbury.ca.

Available Incentives

In accordance with Planning Committee resolution PL2024-38, any portions of new CIP program applications that include the Façade Improvement Program, the Business Improvement Area Tenant Attraction Program, or concurrent applications involving both an owner and tenant on the same property, will not be accepted pending further direction from Council. All other applications, or portions of applications which do not include these elements, will continue to be considered.


Seven financial incentive programs are available under the Strategic Core Area CIP to help stimulate development and redevelopment. The available programs are:

  • Tax Increment Equivalent Grant Programs (Standard, Superstack, and Parking Structure)
  • Façade Improvement Program
  • Planning and Building Fee Rebate Program
  • Residential Incentive Program (Per-door grant)
  • Commercial Vacancy Assistance Program        
  • Business Improvement Area Tenant Attraction Program (Interest-Free Loan)
  • Feasibility Grant Program

These programs can be used in conjunction with other incentive programs offered by the City or other levels of government.  The total amount of incentives shall not exceed eligible costs.
