The City of Greater Sudbury’s open procurement opportunities are exclusively posted on bids&tenders.

As per the City’s Purchasing By-Law, contracts with a total acquisition cost of $100,000 or greater (unless exempt in Schedule A of the Purchasing By-Law or approved as a single/sole source by City Council) must be conducted via open competition and in accordance with applicable trade agreements.

Viewing of current procurement opportunities is free of charge. To participate in a procurement opportunity, a one-time or annual subscription fee is applicable. Sudbury Regional Buying Group

The City of Greater Sudbury, along with other public sector organizations (currently: Cambrian College, Collège Boréal, Laurentian University, Rainbow District School Board, Conseil scolaire catholique du Nouvel-Ontario, Sudbury Catholic District School Board, Counseil scolaire public du Grand Nord de l’Ontario, Greater Sudbury Utilities, Health Sciences North, and Science North) are members of the Sudbury Regional Buying Group. Member Agencies realize savings by combining individual requirements and seeking bids for larger volumes of goods and services. If the City of Greater Sudbury participates in these joint procurement opportunities, they will be posted on bids&tenders.ca

This posting is a public notification that the City of Greater Sudbury, including Pioneer Manor, Greater Sudbury Fire Services, Greater Sudbury Paramedic Services, the Greater Sudbury Police Services Board, Greater Sudbury Public Library Board, City of Greater Sudbury Community Development Corporation, Greater Sudbury Housing Corporation and Sudbury Airport Community Development Corporation, intends to participate in one or more cooperative procurements conducted by the following Buying Groups:

Communications: All communication (including clarification required from a technical perspective and/or from a purchasing perspective) between the CGS and prospective vendors MUST BE in written format via email or fax. The deadline for questions is 12:00 noon, Monday, November 20th, 2017. No verbal instructions or verbal information to Proponents will be binding on the CGS.

Documents: Tender documents may be downloaded free of charge from the City’s website www.greatersudbury.ca/tenders/ or may be picked up at the City of Greater Sudbury, Purchasing Section, 2nd floor, Tom Davies Square, 200 Brady Street, Sudbury, for a non-refundable fee of $11.30 (10.00 plus HST).

Goods/Services to be procured:  The City of Greater Sudbury (City) has an extensive network of municipal drains within the former municipalities of Valley East and Rayside Balfour.  Municipal drains are large drainage channels constructed under the Ontario Drainage Act, RSO 1990.  There are 52 such drains with a total length of approximately 188 kilometers.  There are also approximately 7 kilometers of closed or pipe drains and two stormwater management facilities built under the Drainage Act.  Currently the City has three stormwater management facilities with Engineers Reports through the Drainage Act ready for construction contingent on future development and/or funding.  Municipal drains provide a surface water drainage outlet for large tracts of land or drainage areas.  Land ownership within said drainage areas may be active farm land, inactive farm land, forested land, rural non productive land, rural residential properties, industrial properties, commercial properties, school properties, urban residential areas, and properties with City buildings, City Parks and the City road system.  Often municipal drains provide direct outlet for City stormsewer and roadside ditches and private drainage systems.  As a result, the City is seeking Municipal Drainage Services and a Municipal Drainage Superintendent to carry out Municipal Drainage Service in accordance with the Drainage Act.

Address, Closing Date and Opening of Bids: Bids shall be submitted in a sealed envelope or package using the completed address label sheet provided to the Purchasing Section, 2nd Floor, Tom Davies Square, 200 Brady Street, Sudbury no later than 1:30:00 p.m. (our time) on Thursday, November 30th, 2017.

Bids will be opened at the tender opening meeting, the same day and at the same address at 2:30 p.m., on the 1st Floor in committee room C-13A. Results will be posted to the City’s tender Web Page http://www.greatersudbury.ca/business/tenders-purchasing/tenders/ within three (3) business days of the opening.

Timeline for the duration of the contract:
The term of the Contract to be entered into pursuant to this Bid Solicitation shall be for three (3) years from authorization to proceed in 2017 to November 30th, 2020, with an option to extend at the City’s sole discretion for an additional two (2) one (1) year periods, subject to mutual negotiations with rates to be increased or decreased based on the CPI, All Items (Ontario) based on the previous twelve (12) months (October).
