Progress Continues on Roadmap to End Homelessness by 2030

New affordable and transitional housing units, expanded supports and strengthened coordination efforts are advancing Greater Sudbury’s Roadmap to End Homelessness by 2030. 

At its February 24 meeting, the City of Greater Sudbury presented a report to Council on the Roadmap to End Homelessness, outlining key achievements since July 2025 and priority actions planned for early 2026.

The report reflects continued progress across all four pillars of the Roadmap, including the following key highlights:

• Affordable Housing: The Peace Tower project remains on track for completion in Q2 2026, adding 38 affordable units. The 40?unit Lotus transitional housing program was completed in July 2025.
• Rapid Re?Housing Supports: The Identification Bank program launched in January 2026 to help residents secure and store personal identification. A community partner workshop in March 2026 will inform approaches to address racism, discrimination and NIMBYism (not in my backyard).
• Supportive Housing Expansion: Work is underway on a Build Canada Homes funding application. Six emergency shelter beds have been transitioned to 24?hour transitional beds, with further system review ongoing.
• System Coordination: A new Community Safety and Well-being housing action table has been established.

Despite ongoing challenges, including low vacancy rates and the impacts of the opioid and mental health crises, the City and community partners continue to advance coordinated efforts toward functional zero homelessness.

“Homelessness is complex and the challenges in our community are real, but so is the progress we are making,” said Mayor Paul Lefebvre. “Together with our partners, that is exactly what we are delivering. From new affordable and transitional housing to expanded supports and stronger system coordination, we are moving this work forward and leveraging support from senior governments to maximize impact. Our community is moving forward.”
 
Next Steps for Early 2026
Priorities include expanding supportive housing, completing the Lotus program evaluation, advancing anti?discrimination strategies and strengthening the Roadmap’s evaluation and reporting framework.
