Updated Community Safety and Well-Being Plan Provides Roadmap for Collaborative Community Action
May 28, 2025
City Council has approved the updated Community Safety and Well-being (CSWB) Plan, a renewed model for partnership, strategy and action to support security and quality of life for Greater Sudbury residents.
The Community Safety and Policing Act, 2019, requires Ontario municipalities to work in collaboration with local police services, health services, child and youth services, and other community and social service providers to develop a proactive and responsive plan to mitigate and address local social issues. The plan must be updated and submitted to the Ministry of Solicitor General every 4 years.
Greater Sudbury’s updated framework was developed with the active participation of leaders from the City of Greater Sudbury, Greater Sudbury Police Service, N’Swakamok Indigenous Friendship Centre, Health Sciences North, Public Health Sudbury and Districts and other community agencies.
CSWB Advisory Panel co-chair Marc Gauthier presented the updated model at Tuesday evening’s Council meeting and highlighted some of the successful initiatives that emerged from the 2021 plan.
Within the new model, the Advisory Panel is identified as a Leadership Circle, guiding and supported by issue-specific Action Tables, a Data Working Group to support evidence-based decision making, and an administrative and operational backbone support group. The model is guided by values of Truth and Reconciliation, equity and inclusion.
This update also aligns with the City’s 2019–2027 Strategic Plan, supporting goals such as:
- Strengthening Indigenous Relations Towards Reconciliation
- Expanding affordable housing
- Advancing population health
- Attracting and retaining a skilled and diverse workforce
- Innovating in community services post-pandemic
This updated plan emphasizes preventative, upstream approaches to reduce crisis situations and emergency responses, while fostering community resilience and well-being.
