Here is an overview of key discussions and decisions from the City Council meeting on September 3.
Code of Conduct Complaints
Council received reports from the City’s Integrity Commissioner (IC), David Boghosian, regarding complaints he received alleging breaches of the Code of Conduct by three Councillors. He concluded that two of the three Councillors in question violated the Code of Conduct. The Integrity Commissioner’s report recommended a 20-day suspension of remuneration for Councillor Landry-Altmann and a 20-day suspension of remuneration for Councillor Labbée and that a public apology be provided to the Chief Administrative Officer. Council voted to verbally reprimand both Councillor Landry-Altmann and Councillor Labbée.
Council Appointments to Board of Health for Public Health Sudbury and Districts and Greater Sudbury Public Library Board
Due to vacancies on the Board of Health for Public Health Sudbury and Districts as well as the Greater Sudbury Public Library Board, Council appointed new members to each board. Councillor Brabant was appointed to the Board of Health for Public Health Sudbury and Districts, while Councillor Benoit was appointed to the Greater Sudbury Public Library Board. Each Councillor will serve in these positions until November 14, 2026, or until a successor is appointed.
Ward Boundary and Governance Review
Council received a report regarding information requested on ward boundary and governance reviews. This report was requested by Council in advance of staff initiating a review of compensation for the offices of Mayor and City Council, to determine if such reviews should be conducted at the same time. Council did not provide direction to staff to initiate a ward boundary or governance review. Council did direct staff to proceed with the compensation review, as originally directed in 2022 through resolution FA2022-02. The compensation review for the offices of Mayor and Council is expected to include information about:
- base compensation and benefits
- remuneration associated with required Council membership for Committees of Council and related boards
- other relevant data that may be of assistance in providing a useful comparison with other municipalities.
