Here is an overview of key discussions and decisions from the City Council meeting on October 8.

Aquatic Service and Facility Review

Council approved the Aquatic Service and Facility Review as the foundation for guiding future decisions relating to aquatic infrastructure, programs and operations.

The review was completed over two phases, the first of which was presented to Council on December 5, 2023, and included a report on the current state of these facilities along with a summary of engagement and community consultation findings.

Following their approval of the Aquatic Service and Facility Review, Council directed staff to:

  • Begin a feasibility study for the development of a new aquatic centre in 2025, which includes a 25-metre pool with separate warm water tank to be located in the vicinity of the proposed Lionel E. Lalonde Centre therapeutic pool project and to use capital funding previously allocated to the therapeutic pool project for the feasibility study.
  • Work with Laurentian University on the development of a business plan for the re-opening of the Jino Tihanyi Pool which explores potential operating models and capital and operating cost-sharing options, and to provide an update to the Community and Emergency Services Committee by June 2025.

Arena/Event Centre Update

Council received an update on the Arena/Event Centre project which included updates on the procurement of a prime architect and a venue operator, site selection, budget, risks and the project schedule. Next steps include:

  • Finalizing terms sheets with Sudbury Wolves and Sudbury Five.
  • Awarding the prime architect RFP and beginning design.
  • Procuring a venue operator.
  • Completing the site selection process by January 2025.

Member’s Motion to Amend the Code of Conduct and Complaint Protocol

Council passed a motion directing staff to amend the Code of Conduct for Members of Council and Local Boards (By-law 2019-16) to minimize the number of frivolous, vexatious or unsubstantiated complaints.

Some of the amendments include:

  • Requiring the complainant or applicant (who must be an identifiable individual – not a group, organization or corporation) to sign and date their complaint/application and provide proof of identification along with an affidavit with evidence in support of the allegation.
  • In situations where an investigation has begun, (except where otherwise required by the Public Inquiries Act, 2009, if applicable), the Integrity Commissioner will provide a copy of the complaint or application and supporting evidence to the Member whose conduct is in question, along with a request for a written response to be provided within 10 days. The Integrity Commissioner may also provide the response from the Member to the complainant/applicant with a request for a written reply within 10 days.
  • A complainant/applicant may request that their complaint or application remain anonymous; only in extenuating circumstances will the Integrity Commissioner grant anonymity to a complainant, and in such circumstances the name of the complainant will not be released.
  • The Integrity Commissioner will issue a report to Council on the findings of the investigation and, where there is a finding of contravention, the report will contain a copy of the original complaint, detailed findings, and recommended sanctions or settlement.
  • The Integrity Commissioner must complete the investigation and provide any required report to Council within 90 days of the complaint/application being filed. If more time is needed to complete the investigation and report, the Integrity Commissioner will report to Council explaining the delay and advise of the projected completion date.

Council also directed the City Clerk to conduct a review of the City’s Code of Conduct for Members of Council and provide a report of suggested revisions in May of 2025.
