Review of Policies to Enhance Commercial and Industrial Development Underway

Residents are being asked to share their feedback on the City’s policies regarding commercial and industrial development. A review of these policies is underway to ensure they align with the goals of fostering economic growth, attracting business and supporting development and retention.

This review addresses one of the recommendations outlined in the Employment Land Strategy (ELS) and focuses on modernizing the City’s framework for commercial and industrial development. It will include a thorough examination of the Zoning By-law and Official Plan, as well as community engagement to ensure the updated policies reflect current industry standards and practices. The project is expected to take approximately one year to complete.

Key components of the review include:

  • modernizing the commercial and industrial zone categories, including simplifying zones and/or definitions, along with related Official Plan policy changes;
  • reviewing zone standards with respect to modern requirements (e.g., lot size, frontage, parking ratios); and
  • recommendations that respond to specific recurring issues that have been identified by staff as well as those that emerge through discussion with internal and external priority audiences.

The Employment Land Strategy, approved by City Council in September 2022, is a strategic initiative aimed at supporting economic growth and a diversified economy. It integrates planning, infrastructure and economic development to ensure the City has an adequate supply of serviced employment land, along with the necessary policies and incentives to stimulate investment, development and job creation.
