Procedures for Stray, Injured and At-Large Animals this Winter
Dec 11, 2025
As winter sets in, the City’s Animal Care and Control Services is reminding residents of the measures in place to protect stray, injured and at-large animals — and to reunite lost pets with their families whenever possible.
Residents who encounter a stray or injured animal are encouraged to call 311 to report it. Bylaw officers will check every impounded animal for injuries and ensure they receive veterinary care when needed.
Concerns about possible animal abuse or neglect, should be directed to Provincial Animal Welfare Services (PAWS) or the Greater Sudbury Police Service (GSPS). These agencies have the authority to investigate and, when necessary, remove animals from unsafe situations. Bylaw officers do not have the authority to remove dogs and cats from a home for animal abuse or neglect.
Once an animal enters the shelter’s care, a 72-hour redemption period begins. During this time, owners may reclaim their pets by paying applicable fees, including boarding, licensing and veterinary costs. Animals not reclaimed within the redemption period are placed for adoption through the Greater Sudbury Animal Shelter. The Animal Shelter does not withhold reuniting a pet with their family.
