City Breaks Ground on Lorraine Street Affordable Housing Building

Construction is underway on the Lorraine Street affordable housing project, and the community’s vulnerable residents are another step closer to getting the supports they need to build their skills and lead a healthy life.

Greater Sudbury Mayor Paul Lefebvre, along with Sudbury MP Viviane Lapointe, City staff and representatives from developer Nomodic Modular Structures Inc. were on hand for the official groundbreaking.

In 2021, City Council approved the development of a supportive housing building on Lorraine Street. The 40-unit complex will support people with wrap-around services for addictions and mental health. These services will be provided to clients 16 hours a day, seven days a week, through an on-site Assertive Community Treatment Team (ACTT) program operated by Health Sciences North (HSN). This project was critically needed to assist with the mental health and addictions crisis within the Greater Sudbury community. 

The Lorraine Street property is City-owned and zoned for multi-unit development. This location also meets Canada Mortgage and Housing Corporation funding criteria: it was close to shovel ready, has an extensive greenspace to hike and enjoy nature, has nearby high-density permanent housing for easy transition of clients into the community and is in proximity to transit and other services.

While in the transitional housing program, staff will work closely with residents to educate them on being good tenants and neighbours. Residents will learn about paying rent, maintaining a clean apartment and how to stay safe. When a resident of transitional housing moves to permanent housing, they will be provided with a housing navigator who will continue to work with them to build upon the skills they learned in transitional housing. 

The City conducted community engagement sessions to share project information and address the concerns of residents, and will continue to address concerns as they arise. 

This building will be mortgage-free as a result of Government of Canada funding. The collection of rent will help support operations. The ACTT team will be supported by HSN.

Construction work on the complex began in May 2023 and is expected to be complete by December 2023.
