Residents invited to provide feedback on the Draft Strategic Core Areas Community Improvement Plan

Residents are invited to attend one of two virtual open houses to provide feedback on the draft Strategic Core Area Community Improvement Plan (SCACIP).

Community Improvement Plans (CIPs) are a sustainable community planning tool used by municipalities to revitalize areas of a city or community through programs, grants and incentives. Under the Planning Act, CIPs can be undertaken for environmental, social or economic development reasons. Through its various CIPs, the City has developed a number of financial incentives that are available to any proponent within the CIP area.

The City has undertaken a review of the Downtown Sudbury CIP and the Town Centre CIP. Following focused stakeholder consultations, a municipal best practice review and a review of existing CIP programs in effect for Greater Sudbury, staff is recommending that these two CIPS be replaced with the new SCACIP.

Highlights of the proposed SCACIP include:

  • A new Commercial Vacancy Assistance Program for permanent leasehold improvements
  • A new Downtown Sudbury Tenant Attraction Program in the form of an interest-free loan program to support the creation of new office space and improve the marketability and attractiveness of existing office space
  • A new ‘Superstack’ Tax Increment Equivalent Grant (TIEG) which clarifies criteria around stacking of TIEGs
  • A new 20-Year TIEG for a new parking structure in Greater Sudbury
  • The expansion of the Façade Improvement Program to include all façades visible from the public realm
  • Clearer definitions of CIP boundaries
  • Rules around repeat applicants
  • General updates throughout to improve general requirements and descriptions of programs
