City of Greater Sudbury Development Charge Adjustment Effective July 1, 2017

City of Greater Sudbury Development Charges will increase effective July 1, 2017. The Province of Ontario’s Development Charge Act permits municipalities to collect a fee for new residential and non-residential property developments to help recover a portion of the cost to install and provide public services, including water, wastewater and roads.

This year is the first phased-in rate increase under City of Greater Sudbury Development Charges By-law 2014-151. In addition, with the exception of 2016, the Development Charges are also adjusted annually for inflation.

Based on a 2014 Development Charges Background Study, rates were frozen for 2014 and 2015 and were due to increase in 2016; however, Greater Sudbury Council voted to extend the rate freeze for an additional year.

Some properties are exempt or partially exempt from Development Charges which are calculated as part of the cost of a municipal building permit. Residents may visit www.greatersudbury.ca/devcharges for more information.

The following Development Charges are in effect from July 1, 2017 to June 30, 2018. An adjustment for inflation of 1.1. per cent is in accordance with the Non-Residential Building Construction Price Index.

  • Single Family Dwellings:  $16,150 per unit
  • Semi-Detached Dwellings:  $11,571 per unit 
  • Multiples and Apartments: $9,784 per unit
  • Industrial:  $4.63 per square foot 
  • Non-Industrial (Commercial/Institutional): $9.08 per square foot

Rates for property developments that do not require water and/or wastewater services are lower than those listed above.
