City Hires General Manager of Corporate Services

Following a search that attracted candidates from across the country, Kevin Fowke has been hired as the City’s new General Manager of Corporate Services, effective February 1. Under the City’s new organizational structure, announced in December 2016, the General Manager of Corporate Services is responsible for Information Technology; Human Resources; Legislative Services (By-law, Clerks, Legal, Archives, and Provincial Offenses); and Finance, Assets and Fleet. 

“Kevin stood out as the candidate of choice thanks to his experience, judgement, and understanding of our organization,” said Chief Administrative Officer Ed Archer. “His vision for the future of corporate services is compelling. I am confident that he will lead the IT, HR, Legislative Services, and Finance, Assets and Fleet divisions with strength of vision, integrity, and sound business acumen.” 

Mr. Fowke has been the City’s Director of Human Resources and Organizational Development since 2009. He also served as the City’s interim Chief Administrative Officer in 2015-2016, leading the organization through a period of significant change. Prior to joining the City, he worked for Vale for nine years, including four years as a Superintendent of Human Resources and Protection Services. He has a Bachelor of Commerce degree from Laurentian University, as well as a Master of Industrial Relations from Queen’s University.

“I am truly excited to continue my career in municipal service as a leader of a new department in our organization,” said Mr. Fowke. “I look forward to leading a broad longer-term corporate services strategy and matching individual employee pride and accomplishment with improved outcomes in key enterprise-wide systems.”  

Councillors Mike Jakubo and Deb McIntosh sat on the hiring committee along with Mr. Archer. The General Manager of Corporate Services sits on the City’s Executive Leadership Team. The search for a new Director of Human Resources and Organizational Development will begin imminently.
