My neighbour has removed a significant amount of vegetation next to the shoreline/ has grass up to the waters edge, how is this enforced?

Enforcement is on a complaint basis. A complaint could be submitted to 311 anonymously and would be investigated by City by-law enforcement staff. The first step is generally education.  Depending on the severity and nature of the infraction staff from planning, building, by-law and Conservation Sudbury may become involved to determine how best to rectify the situation. By-law could issue an order to comply and in a worst case it could proceed to court.
