Incentives for Residential Development
The City of Greater Sudbury is committed to enabling a diverse and sustainable housing supply by providing financial and regulatory incentives that support residential development across various scales and income levels. These initiatives are aimed at reducing barriers, encouraging redevelopment in key areas and making housing more affordable and attainable for residents.
Greater Sudbury Community Improvement Plan (GSCIP)
The GSCIP consolidates and modernizes previous CIPs—the Affordable Housing CIP, Brownfield CIP and Strategic Core Areas CIP—into a single city-wide plan that expands eligibility and streamlines access to incentives.

Development Charge Incentives
The City’s updated Development Charges By-law includes new exemptions and reductions for "qualifying" residential projects, including:
- Full exemption for affordable units under an Affordable Housing Agreement
- 50 per cent reduction for multi-unit dwellings within strategic nodes and corridors
- Reductions for small units under 1200 square feet
New Multi-Residential Property Tax Class
The new multi-residential tax class offers a lower tax ratio for eligible new multi-residential (e.g. apartment) buildings, helping to reduce operating costs and support long-term project sustainability.
Eligibility is determined by the Municipal Property Assessment Corporation (MPAC)at the time of development or redevelopment. Property can remain in this class for up to 35 years.

CMHC Programs
The Canada Mortgage and Housing Corporation (CMHC) provides grants, loans and insurance products for affordable rental projects, new construction and energy-efficient upgrades. These can complement local CIP incentives. Visit the CMHC’s website for current programs.
