Investigation Process

Identify Verification and Confidentiality 

To support a fair, credible and evidence-based investigation process, anonymous complaints will not be accepted. 

Individuals submitting allegations of wrongdoing must identify themselves and provide contact information that can be verified by City staff. Verification of a complainant's identity is necessary to: 

  • Confirm the legitimacy of the complaint; 
  • Obtain additional information or evidence where required; 
  • Reduce frivolous, malicious, vexatious, or unfounded allegations; and 
  • Ensure procedural fairness throughout the investigation process. 

The identity of complainants will be treated as confidential and will only be disclosed where necessary to conduct or support an investigation or where required by law. 

What Information Should Be Provided? 

Complaints should relate to a specific incident or pattern of conduct and include as much detail as possible, including: 

  • The names of individuals involved; 
  • Dates and times of incidents; 
  • Locations; 
  • Relevant documents, records, photographs, or other evidence; and 
  • A clear description of the alleged wrongdoing.

How Complaints Are Reviewed 

All complaints received through the wrongdoing reporting process are reviewed to determine whether: 

  • The complaint falls within the scope of the process; 
  • Sufficient information has been provided; 
  • Further investigation is warranted; and 
  • Another process or authority is better suited to address the concern. 

Complaints may be referred to law enforcement or other legislative or regulatory authorities when appropriate. 

Complaints found to be frivolous, vexatious, repetitive, made in bad faith, or unsupported by sufficient information may be dismissed without further investigation. 

All accepted complaints will receive an appropriate, objective and impartial review regardless of the position, title, or length of service of the individual who is the subject of the complaint. 

Complainants may be contacted during the review process for clarification, additional information, or supporting evidence.
