Beach Rules and Regulations

To learn about the rules and regulations for public beaches, refer to the Parks By-law. This document outlines guidelines for the use of public spaces, including beaches, and covers topics such as permitted activities, prohibited behaviour, operating hours, safety regulations, and environmental protection measures.

Alcohol

No Alcohol Allowed:

  • You cannot bring, keep, consume, serve, or sell alcohol on public beaches or in parks without proper permission.

How to Get Permission:

  • Liquor License: First, you need a liquor license from the Alcohol and Gaming Commission of Ontario for any activity involving alcohol.
  • Park Permit: You also need a special permit that allows you to have alcohol on the beach or in the park.
  • Important Note: Having a park permit does not replace the need for a liquor license. Both are required.

Fireworks

No Fireworks Allowed:

  • You cannot light, discharge, or set off fireworks on any beach or park without authorization.

How to Get Authorization:

  • To legally use fireworks, you must obtain an Exhibition Fireworks Permit.
  • The permit must be authorized in accordance with the City's Fireworks By-law 2011-100, which may be updated over time.

Barbecues

No Unauthorized Barbecues:

  • You cannot use gas, charcoal, or other solid-fueled portable barbecues in any park or beach unless you have a permit.

Safety First:

  • If you use a barbecue, you must make sure to extinguish it completely and ensure that all remaining embers are cold before leaving.

Loudspeakers and Amplifying Equipment

No Unauthorized Loudspeakers:

  • You cannot use loudspeakers or amplifying equipment in any park or beach unless you have a permit.

Follow Permit Conditions:

  • If you have a permit, make sure to follow all the conditions specified for using loudspeakers or amplifying equipment.

Camping and Overnight Stay

No Unauthorized Camping:

  • You cannot camp, lodge, or set up any tents, shelters, or structures in any park without a permit.
  • You also cannot place or park any camping trailers unless authorized by a permit.

Permit for Overnight Camping:

  • Overnight camping is only allowed in designated camping areas at Ella Lake Park, Centennial Park, or Whitewater Lake Park.
  • Overnight camping at Camp Sudaca is permitted if:
    • It is part of a supervised activity led by the City, an educational institution, or a non-profit organization dedicated to skill or leadership development.
    • The General Manager deems the activity appropriate based on factors like event safety, supervision, impact on neighbouring properties, and park preservation.

Permit Compliance:

  • If you have a permit under subsection 26(2), you are not violating the Parks By-law as long as you follow the conditions of the permit.

Swimming

Follow Instructions:

  • You must obey the instructions of lifeguards or other authorized personnel in or near designated swimming areas.

Respect Equipment:

  • Do not misuse or damage any life-saving equipment provided by the City.

Dogs and Other Animals

You can bring a dog if you follow the City's Animal Control By-law 2002-285. You can bring a guide dog or other trained service animal that assists individuals with visual, hearing, or other impairments, identified by a harness.

Responsibilities for Dog Owners:

  • Take reasonable precautions to ensure your dog does not behave in a way that threatens the safety of people or other animals.
  • Ensure your dog does not damage gardens, plants, buildings, fences, park furniture, playground equipment, playing fields, or any public facilities in the park.

Restricted Areas for Dogs:

  • Do not allow your dog to enter or remain in these areas:
    • Splash pads
    • Sports fields
    • Ball diamonds
    • Tennis courts
    • Ice surfaces for skating
    • Ski hills
    • Gardens, flower beds, or landscaped areas
    • Designated swimming or skateboarding areas

Service Animal Exception:

  • Service animals, such as guide dogs, are allowed in all areas to assist individuals with visual, hearing, or other impairments.
