Residential Development Charge Reduction 2026-2029
In the Fall of 2026, the City of Greater Sudbury received funding through the Development Charge Reduction Program (DCRP) funding initiative by the governments of Canada and Ontario.
The DCRP is a Federal and Provincial initiative that helps municipalities invest in the infrastructure needed to support housing growth, while reducing residential development charges, including the residential portion of mixed-use buildings, for a three-year period. Industrial, Commercial, and Institutional Permits are not eligible for the Development Charge Reduction Program.
Through this initiative, the City of Greater Sudbury aims to:
- Support housing supply and affordability;
- Enable responsible growth;
- Maintain investment in critical infrastructure; and
- Create complete and sustainable communities
Through participation in the DCRP, the City of Greater Sudbury will:
- Reduce residential development charges by 100%.
- Maintain those reductions for three years for residential building permits issued from March 30, 2026 to March 30, 2029.
- Receive funding support to offset a portion of forgone development charge revenues.
- Continue investing in infrastructure needed to accommodate future growth.
How the reduction is administered depends on the development charge payment status:
- If payment has been made: The City will provide refund through a grant of eligible residential development charges to property owners for building permits issued on or after March 30, 2026.
- Refund timing: Eligible property owners will receive a letter with further information confirming that their refund will be processed and sent by December 31, 2026.
- If payment is deferred to occupancy: The City will grant back the applicable residential development charges to property owners for building permits issued on or after March 30, 2026.
