Development Charges Incentives

On July 1, 2024, the City’s updated Development Charges By-law came into effect. This builds on existing incentives to further reduce or eliminate fees for the creation of specific housing types, particularly affordable and missing middle developments.

Key features:

  • Three-year freeze on development charges (DCs) for single-detached dwellings
  • Three-year moratorium on DCs for missing middle housing (e.g., four-plexes, townhomes)
  • Exemptions for units in Affordable Housing Projects
  • 50 per cent reduction for new multi-residential buildings in key growth areas (nodes and corridors)

These changes help lower upfront development costs, improving project viability for smaller-scale builders and non-profit housing providers.
