As-of-Right Zoning
This initiative is focused on removing barriers by allowing more housing types “as-of-right”—meaning they no longer require site-specific rezoning or lengthy planning processes. Greater Sudbury has adopted zoning by-law amendments to automatically allow up to four residential units per lot in many urban areas. In addition, new permissions now enable multi-residential developments on institutionally zoned lands, such as former schools and churches.
These changes are designed to enable gentle infill in existing neighborhoods and promote a broader mix of housing types, including duplexes, triplexes, four-plexes and low-rise apartments.
