Operating Hours

  • Customer Service Portal: Submit requests, questions or concerns 24/7.
  • 311 Live Chat: Monday to Friday from 7:30 a.m. to 6:00 p.m. (excludes statutory holidays)
  • Phone Service: Monday to Friday from 7:30 a.m. to 6:00 p.m.
  • After Hours and Statutory Holiday Phone Service: Dial 311 to speak with a live 311 representative for urgent matters related to municipal services. (see details below).

Non-emergency Municipal services, such as:

  • Animals: stray or injured animals, dead animal pickup, dog bite reports, barking dogs, animal neglect and wildlife concerns
  • Noise and property standards: noise complaints, litter and illegal dumping, long grass and weeds, abandoned vehicles and outdoor burning
  • Parking concerns: illegal parking, blocked driveways, accessible parking violations and parking metre concerns
  • Parks and trees: fallen or damaged trees, tree pruning requests, unsafe park conditions, damaged playground equipment, park and trail maintenance, graffiti and sports field maintenance
  • Program Registration: swimming lessons, summer camps, skiing and snowboarding programs and fitness classes.

When to Contact 311

It is important to make the right call at the right time for the service you need. Not all services are reached through 311. Choose the right number for your situation. Knowing when to call 311, 211, or 911 helps ensure you receive the appropriate support when you need it most

  • 911 – Emergencies (police, fire, ambulance)
  • 511 – Highway traffic and road conditions
  • 311 – City services and non-emergency issues
  • 211 – Community and social services including housing, food, mental health and, human services

After Hours Phone Service

Dial 311 to speak with a live operator outside of regular business hours. Please note that after-hours phone service is provided by a third-party operator and is limited to urgent matters related to municipal services.

Public Works will respond after hours to urgent matters related to municipal infrastructure including:

  • Flooding
  • Sewer back-up
  • Water main breaks
  • Traffic light malfunctions
  • Debris on the road
  • Raised or collapsed maintenance holes

Animal Control Officers will respond after hours to urgent matters related to dogs and cats including:

  • Dogs running at large contrary to by-law
  • Dogs running off-leash on public properties contrary to by-law
  • Vicious dog
  • Injured stray dog or cat
  • Excessive noise from dog or cat

311 representatives will log your complaint and direct it to the appropriate party based on time of day, severity and type of issue.
