City Council Meeting Wrap-Up – September 12, 2023

The City Council meeting on September 12 included updates on community housing investment and direction to review the City’s procurement and project management policies and processes.

Community Housing Renewal Strategy 2023-2024

Council approved a recommended investment plan for approximately $4.5 million in funding received from the provincial and federal governments to support Greater Sudbury’s Housing and Homelessness Plan in 2023-2024. This funding includes:

  • $3,172,500 from the Canada-Ontario Community Housing Initiative (COCHI)
  • $905,900 from the Ontario Priorities Housing Initiative (OPHI)
  • $470,200 from the Canada-Ontario Housing Benefit (COHB)

Under the approved investment plan, COCHI and OPHI funding will be used to support the Urban Native Housing Program and assist with necessary capital repairs of the City’s community housing projects. The COHB will continue to be offered as a portable benefit to applicants on the centralized wait list who are looking to reside in the private rental market.

Process and Policy Review

Council directed the City’s Auditor General to undertake a review of the corporation’s policies and processes around procurement and the management of capital projects and vendor performance. With hundreds of millions of dollars set to be committed to infrastructure projects over the next several years, this review aims to optimize value for taxpayers, hold vendors to account and ensure the City has sound procurement policies and a comprehensive governance structure in place to ensure project success. The review and report back to Council will take place in 2024.
