Reminder: New Development Charge Rates in Effect as of July 1, 2020

The City of Greater Sudbury’s Development Charge (DC) rates will change on July 1, 2020. By-law 2019-100 was approved by Council in June 2019 following a thorough review and completion of the Development Charges Background Study. 

In accordance with the Development Charges Act, development charges are collected at the building permit stage and levied against new residential and non-residential development. The charges are subject to certain terms, conditions and exemptions, as identified in the by-law. 

Starting July 1, 2020, development charge rates will increase by 2.9%. The new rates for fully serviced lots are as follows:

•    Single Family Dwellings:  $18,235 per unit.
•    Semi Detached Dwellings:  $14,651 per unit.
•    Single Family and Semi Detached Dwelling Units less than 1,000 square feet:  $10,524 per unit. 
•    Multiples and Apartments: $10,524 per unit.
•    Industrial:  $3.05 per square foot.
•    Non-Industrial (Commercial/Institutional): $4.57 per square foot.

Rates for lots without water and/or wastewater services are lower than listed above. 

The charges are a source of funding to recover for growth-related capital costs, including water, wastewater, roads, drains, police and public safety, general government, libraries, fire, recreation, emergency services and transit.  

Projects anticipated to be partially funded by development charges include the addition of a second ice pad at Gerry McCrory Countryside Sports Complex, a Transit expansion at the Lorne Street Transit and Fleet Centre, various projects in water and wastewater, and roads projects including Maley Drive, Municipal Road 35, and Municipal Road 80.
