Why is The OP being reviewed?

The Province of Ontario, through the Planning Act, requires municipalities to conduct a review of their Official Plans every five years. This allows our city to consult with residents and stakeholders to find out what’s important for the future of the community. It also ensures existing OP projections and priorities are still relevant, and presents an opportunity to adapt the plan on a regular basis, to better reflect any changes in the community.

The OP review is your chance to share your vision for Greater Sudbury with decision-makers. We want to know what you see for the future of the city, and how you would think we can get there.

The review is centered on community feedback. As a resident of Greater Sudbury, you are invited to participate in the review process. This is your community, and The OP Review is your opportunity to affect its future.

The Phase 1 March 2017 Draft of the Official Plan five-year Review is the result of five years of work by the City and community.

Phase 2 of The OP Review will align the Plan with the Transportation Background Study update and the Water Waste Water Master Plan, once complete. At that time, staff will bring forward any recommended land use policy changes associated with the Greater Sudbury Development Corporation’s From the Ground Up 2015-2025 Strategic Plan.  Phase 2 will also address any additional changes that may be required as a result of the passing of Bill 73, Smart Growth for Our Communities Act, 2015.

What changes are in store for the Phase 1 OP review?

The Official Plan five-year Review is a time to examine new policies and strategies based on emerging trends. Here are just a few of the proposed changes:

  • Climate change: The OP promotes efficient, mixed use development, growth in alternative modes of transportation, and use of energy efficient design to reduce our city’s greenhouse gas emissions. The OP outlines a Climate Change Adaptation Strategy to improve the life of our community and infrastructure, and to plan around natural flooding and wild land fire hazards.
  • Downtown Sudbury Master Plan: The OP endorses the recommendations of the Downtown Sudbury Master Plan, Vision and Action Strategy. It guides the revitalization of the downtown core by increasing the level of investment and activity, better connecting it to the surrounding areas, rebalancing its street system and improving quality of place.
  • Built boundary and revised intensification targets: The OP sets higher targets for intensification and introduces a new built boundary tool to measure the rate of intensification in the city moving forward.

What’s next?

The OP five-year Review involves several steps.
Here’s what you can expect:  

  1. Public consultation and Open Houses
  2. Review of public consultation results and adoption of revised OP by City Council
  3. Approval of the OP by the Province of Ontario.
  4. Implementation of programs in the approved OP.
  5. Update of Zoning By-law to reflect approved OP.
  6. Ongoing monitoring of policies.

Legal Requirements for receiving Notice of Public Meeting, Notice of Adoption, and Notice of Decision: 

Should you wish to receive a notice of public meeting, you must write to the City Clerk requesting such, and provide your address.

Should you wish to receive a notice of adoption, you must file with the City Clerk a written request to be notified if the plan is adopted.

Any person or public body will be entitled to receive notice of the decision of the Minister of Municipal Affairs and Housing if a written request to be notified of the decision is made to the Minister. Any requests shall include the person's or public body's address. Requests for Notice of Decision shall be submitted to the Ministry of Municipal Affairs, Municipal Services Office North - Sudbury, Suite 401, 159 Cedar St., Sudbury, Ontario, P3A 6A5. 

Submitting Comments and Your Right to Appeal to the Ontario Municipal Board:

If a Person or Public Body does not make oral submissions at a public meeting or make written submissions to the City of Greater Sudbury before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision of the Minister of Municipal Affairs  to the Ontario Municipal Board.

Submitting Comments and Your Right to be Added as a Party to the Hearing of an Appeal to the Ontario Municipal Board:

If a Person or Public Body does not make oral submissions at a public meeting or make written submissions to the City of Greater Sudbury before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
