The Accounting Section, Finance, Assets and Fleet Division, Corporate Services Department of the City of Greater Sudbury, requires a Payroll Specialist.  The successful candidate must possess the qualifications and perform the duties, as set out below. The current range of pay for this position is $26.01 to $30.19 per hour.

Duties:

Under the general supervision of the Supervisor of Payroll:    

  1. Prepare, validate and complete Payroll for CGS from Human Resources and other audit documentation by verifying that the information is correct and by making any necessary adjustments.
  2. Ensure that earnings accurately reflect Employees’ pay, justifying any variances from standard pay. Audit and request adjusting timekeeping entries, as required through the Time and Labour Payroll Analyst, or follow up with Human Resources or operating departments as necessary.  Enter applicable payline adjusting entries.
  3. Prepare off cycle payroll cheques and process adjustments, as required.
  4. Process Terminations of Employment, complete final pay-outs and prepare Records of Employment as required.
  5. Ensure correct processing of WSIB, WI, LTD, and Leaves of Absence and make necessary adjustments if required.
  6. Ensure that all deductions, including but not limited to Taxes, Union Dues, Garnishees, Court Orders and Wage Assignment Notices are processed according to Federal and Provincial government regulations and Collective Bargaining Agreements.
  7. Process requests for Advance Pay, as required.
  8. Complete reports for Canada Pension and Statements of Earnings for Service Canada, as required.  Communicate with outside agencies, as required.
  9. Respond to inquiries from Employees, government agencies and financial institutions, as required.
  10. Calculate and process individual wage adjustments, including but not limited to Step Increase, General Wage Increase and Job Evaluation retro calculations.
  11. Prepare detailed analyses, month end reconciliations and record journal entries as required for general ledger accounts.  Follow up on and resolve unusual or long standing reconciling items.
  12. Distribute payroll reports as necessary.
  13. Distribute incoming mail and archive as necessary.
  14. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  15. Perform other related duties as required.

Qualifications:

  • Successful completion of Secondary School (Grade XII) Education.
  • Completion of Payroll Compliance Practitioner (PCP) Certification through the Canadian Payroll Association.
  • College courses in a related field (e.g. accounting, business administration, etc.) considered an asset.
  • Over one (1) year up to and including two and one-half (2½) years of related experience in payroll preferably in a municipal financial setting.
  • Knowledge of applicable CGS policies, procedures and by-laws.
  • Knowledge of applicable legislation and related regulations.
  • Ability to work with computer software applications and administrative systems in a Windows environment (e.g. word processing, computerized spreadsheet applications, information input and retrieval, etc.).
  • Ability to work with numbers accurately.
  • Ability to understand and meet the needs of clients in a confidential, courteous and effective manner.
  • Ability to handle large volume functions.
  • Ability to function in a team environment.
  • Satisfactory health, attendance and former employment history.
