Sewer Backup Reimbursement Application

If you had a sewer backup and hired a contractor to fix it, you can submit an application to the City to see if you are eligible for reimbursement.

  • Make sure you submit all the information outlined below. If any of this information is missing, you will not qualify for reimbursement.
  • Please note that you will be reimbursed only if you meet the eligibility criteria and the attempt to clear the blockage was successful. We do not reimburse unsuccessful attempts to clear blockages.

What to Include in your Application

1. Address where the sewer backup occurred;

2. CCTV video taken both before and after the blockage is cleared. The video must show pipes from entry point inside the residence to the sewer main connection point. This video must be in a readable format, for example, .wmv file. It must include measurements from:

  • the point of entry to the foundation
  • foundation to location of blockage and
  • foundation to the sewer main via the sewer pipes

Exemptions will be made in certain situations, for example, if a collapse does not allow the camera to travel the full length of the pipe.

3. A sketch prepared using a locating sonde and locating device along with the following details:

  • swing tie to location of blockage from two corners of foundation; and
  • description and location of all deficiencies found along the length of the pipe
  • information in written report/sketch must match the measurements in the CCTV video

Deadline to Submit Your Application

You must submit your application within two weeks of the sewer backup.

Response Time

Once we receive your reimbursement application, we try to provide you with a response within a month. If we can’t reach you with the contact information that you provided, we will send a letter by mail to your address, as recorded in the tax roll.

Reimbursement

If you are eligible for reimbursement you will be paid the lesser amount of one of the following:

  • The cost for sewer cleaning performed by the City’s contractor based on the current water and wastewater rates by-law ($554)

or

  • the amount you paid the contractor
