
In January 1998, the former Regional Municipality of Sudbury completed an Environmental Study Report (ESR), in accordance with the requirements of the Municipal Class Environmental Assessment (Class EA) for Schedule ‘C’ road projects. Various alternatives were analyzed to improve the capacity, geometry and sight distance difficulties with the Kingsway between the end of the Brady Street Extension and Laking Toyota. The result of the original Class EA concluded that the preferred solution was to upgrade the Kingsway. The proposal is to widen the Kingsway to a 5-lane section (including a center turn lane) and revise the alignment to correct curve deficiencies. The preferred solution will require property acquisitions. Since more than five years have elapsed since the filing of the Notice of Completion of the ESR and no construction has commenced, the Municipal Class Environmental Assessment requires that the City prepare an Addendum to the ESR to review the planning, design and the current environmental setting to determine if the project and the mitigating measures are still valid.
An Addendum has now been completed to the Environmental Study Report. The Addendum contains a review of the environmental setting, design and proposed mitigation measures. The Addendum also documents design revisions including recommendations from the recently completed Official Plan – Transportation Background Study such as bicycle facilities and bus bays.
This Notice places the Addendum on the public record for a 30-day review period in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received as a result of this Notice and funding availability the City will be able to proceed with the construction of the project.
The Addendum is available for review at the City of Greater Sudbury Engineering Department, 3rd Floor, Tom Davies Square, 200 Brady Street, Sudbury, all Citizen Service Centers and the offices of Dennis Consultants at 436 Westmount Avenue in Sudbury.
Please provide written comments or concerns to the City Clerk within 30 calendar days from the date of this notice. If concerns regarding the proposed Kingsway Improvements cannot be resolved through discussion with the City, a person may request that the Minister of the Environment issue an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessment. The Minister at the address below must receive requests by January 15th, 2007. A copy of the request must also be sent to the City Clerk. If no request is received by January 15th, 2007, the City intends to proceed with the proposed Kingsway Improvements as outlined in the Addendum.
