Residential Holding Tanks:  How do I apply for a rebate?

Private property owners who do not have municipal wastewater services and use a registered Sewage Holding Tank (no a septic/tile bed system) may apply for a rebate after they have paid to have their holding tank to be evacuated by a licensed liquid waste hauler.  The applicant is required to complete the rebate application form. To be eligible for this rebate:

  • the location of the registered holding tank must be within the geographic boundaries of the City of Greater Sudbury
  • Property taxes payment must be up to date, and
  • Proof of full payment from the licensed liquid waste hauler along with their application form.

Approved sewage haulers can bring their waste to the Sudbury Wastewater Treatment Plant on Kelly Lake Road.

    What is hauled liquid waste?

    Hauled liquid waste is domestic sewage that is suitable for treatment in a wastewater treatment facility. It includes:

    • waste removed from a cesspool, septic tank, privy pit, chemical toilet, portable toilet or sewage holding tank and grey water from residential activities.
    • Sewage from on-board holding tanks (e.g. RVs, tour buses, boats, etc.) is deemed domestic sewage and will be accepted at the municipal septage receiving station.

    Owners/operators of hauled liquid must:

    • Acquire a Hauled Liquid Waste Permit from the City of Greater Sudbury,
    • Ensure that hauled liquid waste is fully compliant with the terms and conditions of the Permit and the City of Greater Sudbury's Sewer Use By-law

    Prohibited waste

    The following prohibited wastes are not approved for discharge into City of Greater Sudbury treatment facilities or sewage systems:

    • Wastes contained or resulting from the cleaning of catch basins, sediment traps, oil interceptors, etc.
      Wastes contained or resulting from the cleaning of sand filters or grit traps at vehicle maintenance facilities or car/truck washing facilities,
    • Waste generated from industrial operations (non-residential), without the prior approval of the City of Greater Sudbury through formal agreement,
      Hazardous and toxic wastes,
    • Any sewage that is expressly prohibited under the City of Greater Sudbury's Sewer Use By-law,
      Any sewage that would endanger the operation of municipal wastewater treatment facilities and/or the safety of operators.

    Requirements for a Hauled Liquid Waste Permit

    All liquid waste haulers must possess a valid MOE Provincial Certificate of Approval (C of A) for a Waste Management System. Each vehicle transporting hauled liquid waste is required to carry a copy of the C of A for inspection.

    In addition to the MOE C of A, liquid waste haulers are also required to possess a Hauled Liquid Waste Permit issued by the City of Greater Sudbury. The permit will list all approved vehicles, capacities and time period for haulage. The following requirements must be met in order to obtain a Permit:

    • Possession of a current MOE Provincial Certificate of Approval for liquid waste hauling,
    • City of Greater Sudbury and/or Province of Ontario manifest providing source and quantity of liquid waste being hauled to the septage receiving station,
    • Completed application form which includes business and emergency contact information, vehicle identification and general contents of liquid waste,
    • Proof of liability insurance of not less than $100,000 for property damage and $300,000 for general liability,
    • A non-refundable application fee paid in full.

    Permit Fees

    The disposal of hauled liquid waste is subject to fees which are detailed in the most recent rate structure approved by Greater Sudbury Council. Special fees may be assessed to specific sewage or sources of waste, if it is deemed necessary to recover treatment costs.

    The current hauled liquid waste fee is $33/m3. Liquid waste haulers will be invoiced based on volume indicated on the manifest.

    Penalties for non-compliance

    Non-payment of fees:

    If a liquid waste hauler is found to be in arrears of discharge fees, the Hauled Liquid Waste Permit may be revoked and access to discharge will be denied.

    Disposal without a valid permit:

    A liquid waste hauler who is not in possession of a valid permit for the vehicle being used to dispose of hauled sewage shall be immediately suspended from disposing of any additional hauled sewage until such time as a valid permit is obtained and will be responsible for any costs resulting from improper disposal.
    Failure to provide sample: A liquid waste hauler who does not leave a sample of the hauled sewage may be fined a minimum of $200. Continuous failure to leave a hauled sewage sample may result in larger fines and/or loss of Permit.

    Failure to submit a manifest:

    A liquid waste hauler who does not submit a manifest for disposal may be fined a minimum of $200. Continuous failure to submit a manifest and/or incomplete or false statements may result in larger fines and/or loss of Permit.

    Non-compliance with the City of Greater Sudbury's sewer use by-law:

    Customers who do not comply with the by-law are liable for a fine of between $5,000 and $10,000 per day for a first offence. Corporations are liable for a fine of up to $50,000 per day for a first offence. Non-compliance includes failure to adhere to permit requirements and failure to comply with direction provided by City of Greater Sudbury By-law Compliance Officers and/or Wastewater personnel.
