Radio-communication and Broadcasting Antenna Systems Public Consultation Protocol

The Radio-communication Act and the Minister of Innovation, Science and Economic Development have sole jurisdiction over inter-provincial and international communication facilities. The final decision to approve or deny a licence and location of a radio-communication and broadcasting antenna system is made only by Innovation, Science and Economic Development Canada (ISEDC). ISEDC does, however, require proponents to engage with local municipalities and their residents through public consultation from a land use planning perspective. ISEDC considers the questions, comments and concerns of local municipalities and their residents to be of integral importance when considering the approval of a radio-communication and broadcasting antenna system within a local community.

The City’s role is to issue a statement of concurrence or non-concurrence to a proponent and to ISEDC. The statement only considers the land use planning compatibility of a proposed radio-communication and broadcasting antenna system based on the City’s review of the proposal and comments received from local residents. Council adopted the City’s current protocol for public consultation on proposed radio-communication and broadcasting antenna systems on June 14, 2016.

The Manager of Development Approvals is identified as the Designated Municipal Officer for the purposes of implementing the adopted City protocol where and when required.
